Vortrag / Buchpräsentation Buildings on Standby. Stitching the Post-Socialist Cityscape In Buildings on Standby (Adocs, 2026), Hendrikje Alpermann explores the vacant Hochhausscheiben A–E in Halle-Neustadt as sites of debate over the city’s future and the im/possibilities of urban planning after socialism. For more than twenty years, the towers have largely remained on standby – a future-oriented space between shutdown and availability. As such, the Hochhausscheiben embody a latent potential, but have equally become obstacles to planning, and bargaining chips in negotiations over responsibility in urban transformation processes. The ambivalences of post-socialist cityscapes are not inert; they shape public trust, civic engagement and the political terrain of urban planning in East Germany and beyond. Things and people on standby – those for which there is no present demand – can be ignored for quite some time. However, they might begin to haunt with increasing decay whenever the gap between expectations and reality grows too wide. Here, standby clearly emerges as a postsocialist mode with significant political implications. |

Vortrag Transforming Peripheries: Extractivist speculations between hope and disillusions amidst green transitions in Europe’s peripheries Dislocated futures or: the gap between vision and reality Desired futures in the context of the green transition, whether in urban development, economic revival, or sustainability, are often designed out of needs and aspirations rather than aligned with present capacities. This disjunction produces temporal gaps that shape both expectation and action: imagined futures are postponed, contested, or unrealizable. These gaps are not merely technical but relational and temporal, highlighting the limits of agency in complex contexts. In Eastern Germany, financially constrained municipalities exemplify this condition. Dependent on external funding and higher-level agendas, they are tasked with realizing ambitious transitions while lacking the means to act effectively in the present. These towns are thus not only spatially peripheral but also temporally dislocated, experiencing futures as imagined but not yet actionable. Attending to spatial and temporal dislocation offers a lens to understand why futures often remain in limbo. This talk explores how temporal misalignment shapes municipal agency and sheds light on the expectations, conflicts, and mistrust that emerge within the gaps between vision and reality. |

Alpermann, H. (2026). Buildings on Standby. Stitching the Post-Socialist Cityscape. ADOCS Buildings on Standby describes the vacant high-rise buildings A–E in Halle-Neustadt as places of uncertain future, where the possibilities/impossibilities of urban planning after socialism are being negotiated. For more than 20 years, four of the five tower blocks have been vacant and remain on standby – in a state of future-oriented availability and a contested space between shutdown and reactivation. At the interface of actor-network theory and ethnographic urban research, the study examines this state in its temporal, material and political dimensions. It shows that buildings on standby cost a lot of energy, harbour risks and become a bargaining chip for trust and responsibility. The book opens up new perspectives on shrinking cities, interstitial spaces and urban transformation – in and beyond the post-socialist space. The text is accompanied by numerous architectural illustrations and a photo essay by Eiko Grimberg. |

Seminar This seminar approaches postsocialist cities as landscapes of both materialized and unrealized possibilities, where certain places crystallize collective hopes, losses, and visions. Focusing on dis/locations marked by absence, abandonment, and delay, we ask: What agency can emerge from places that have fallen “out of order”? How do waiting, delay, or indeterminacy shape urban life and political possibility? And how can such sites, by learning from their past, help reimagine the city otherwise? |
